How to Choose a Web Development Company in Dubai

How to Choose a Web Development Company in Dubai
November 3, 20268 min read

The short answer: choose on things you can verify before you pay — a valid trade licence, an itemised written scope, a named team, code and accounts registered to your company, and a price that sits inside the published market range for the work you actually need. Dubai agency guides put a basic business website at AED 3,500 to AED 8,000 and a custom platform or enterprise build at AED 50,000 to AED 275,000 and up, as listed in Element8’s 2026 Dubai cost guide checked in November 2026. Another Dubai firm, Cubix, gives a wider band of AED 3,000 to AED 200,000 and up, about USD 800 to USD 55,000, in a guide dated April 2026 and checked in November 2026. The ranges disagree at the low end because they describe different scopes. Treat them as a sanity check, not a price list: a quote far outside the band for your scope is not automatically a bargain or a premium, it is a question you have not asked yet.

Check the trade licence yourself, before the second meeting: the UAE government portal lists the official places to look up a registered business, including the National Economic Registry run by the Ministry of Economy and Tourism, licence and trade name searches run by Dubai Economy and Tourism, and the Invest in Dubai name check, all listed on u.ae as updated in October 2026 and checked in November 2026. Two practical notes. A mainland Dubai licence and a free zone licence are issued by different authorities, so if the company does not appear in a Dubai Economy and Tourism search, ask which free zone issued the licence and check that authority’s own register. And a licence proves the company exists and is allowed to trade in listed activities; it proves nothing about whether they can build what you need. It is a floor, not a recommendation.

Make the quote itemised, and make the tax explicit: VAT in the UAE was introduced on 1 January 2018 and the rate is 5 per cent, with registration mandatory once taxable supplies and imports pass AED 375,000 a year and optional above AED 187,500, according to the UAE government portal checked in November 2026. Any established Dubai agency is almost certainly registered, so a quote that quietly omits VAT is a quote that will grow by 5 per cent at invoice time. Ask for the tax registration number on the invoice and for the quote to state whether the figure is inclusive or exclusive. Then ask the quote to name, line by line: design, build, content population, third-party licences, hosting for the first year, the number of revision rounds included, training, and handover. A one-line quote is not cheaper. It is just a scope argument scheduled for later.

Sanity-check the timeline the same way you check the price: Cubix’s 2026 breakdown, checked in November 2026, puts a basic website at two to four weeks, a moderate build with custom design and a CMS at one to two months, a complex build with e-commerce, API integrations and dashboards at two to four months, and an enterprise platform at four to eight months or more. If an agency promises an e-commerce build with payment and logistics integrations in three weeks, one of two things is true: they are reusing a template they have not told you about, or the date is a sales number. Both are fine if stated plainly. Neither is fine if discovered in week five.

Ask who writes the code, by name: the single most common complaint about agency work anywhere is that the people in the pitch are not the people who build. Ask who the lead developer will be, how many other projects that person is on during your build, and whether any part of the work is passed to a third party. Ask to see the commit history of a recent project, even with the client name removed. A team that can show you a live repository with steady, readable commits from named people is telling you more than a portfolio page can.

Settle ownership of the code and the accounts in writing, before work starts: the repository should be created inside your company’s own GitHub or GitLab organisation on day one, with the agency added as collaborators. The domain, DNS, hosting account, analytics property, email service, payment gateway and any paid plugin licences should be registered to your company email and your company name, with the agency holding access rather than title. This is not distrust, it is ordinary housekeeping, and the moment to arrange it is before the kickoff call, not during a dispute. If an agency resists putting ownership in the contract, you have learned the most useful thing you will learn in the whole process.

Ask directly about Arabic and right-to-left before you sign: a bilingual site is not an English site with translated strings. Layout mirrors, icons and arrows flip, numerals and dates need decisions, form validation and typography change, and content governance doubles because somebody has to keep both languages current. An agency that quotes Arabic as a small line item has probably not built one. We have written separately about the implementation details of Arabic and RTL, and a reasonable test in a sales meeting is simply to ask which part of RTL work costs the most and why. A real answer sounds specific and slightly weary. A vague answer is the answer.

Local or offshore, honestly: a Dubai-based agency gives you same-day meetings, AED invoicing with local VAT handled, a contract under UAE jurisdiction, and someone who can sit in your office when something breaks. That is worth real money, and for regulated, government-facing or enterprise work it is often the right call outright. An offshore partner usually costs less and can carry more engineering depth per dirham, but you are buying a working relationship across a calendar. Note the local rhythm: the UAE federal government runs a four-and-a-half-day week, with employees working 7.30 am to 3.30 pm Monday to Thursday and 7.30 am to 12.00 pm on Friday, Saturday and Sunday being the official weekend, as the UAE government portal sets out and checked in November 2026. Abu Dhabi, Dubai, Ajman, Umm Al Quwain, Ras Al Khaimah and Fujairah have adopted a similar system, while Sharjah government staff work Monday to Thursday with a three-day weekend. Whoever you hire, ask for a written overlap window and who is reachable during it.

Data is a contract question, not an IT question: the UAE Personal Data Protection Law, Federal Decree Law No. 45 of 2021, came into force on 2 January 2022 and applies to the processing of personal data whether that processing happens inside or outside the country, with its own requirements for cross-border transfer and sharing, as summarised by the UAE government portal and checked in November 2026. The UAE Data Office is named as the federal regulator. For a website project this turns into plain questions: where will the database and backups sit, who on the agency side can read customer records, what happens to that access at handover, and does the contract say so. This is general information rather than legal advice, and for anything with health, financial or free zone exposure, check with a UAE lawyer.

The red flags worth walking away from: a portfolio with no live URLs you can open; named clients who cannot be contacted; a price that drops sharply the moment you hesitate, which usually means scope is about to drop with it; refusal to name the developers; a contract with no handover clause; an agency that cannot say what is not included; and testimonials that read like they were all written by the same person on the same afternoon. None of these are proof of anything on their own. Two or three together are a pattern.

What to ask on the first call: which of your last three projects most resembles mine, and what went wrong on it; who writes the code and what else are they on; what is explicitly not in the quote; what happens if we need a change in week six; who owns the repository and the accounts; what does month two after launch cost; and what would make you turn this project down. That last one is the most useful question in the list, because an agency that will never refuse work will also never tell you when your plan is wrong.

Then buy something small first: if the stakes are high, do not start with the full build. Pay for a short, scoped first piece of real work — a design direction for two key pages, a technical audit of your current site, or a single integration built end to end — with a fixed price and a fixed date. You will learn more about communication, estimation and code quality in two weeks of paid work than in two months of proposals, and the cost of being wrong stays small. For a wider view of what projects in this market actually cost, our Dubai web development cost breakdown covers the ranges in more detail.

WebVerse Arena is a Chennai-based studio that designs and builds websites, apps, SaaS products and AI automation for clients in the UAE, the US and India. We work remotely across time zones and hand over code and accounts to the client. We do not publish price bands, because scope decides the number: if you want a figure for your project, tell us what you are building and we will quote after a short scoping call. You can also read how we work with UAE clients on our Dubai digital agency page or see the detail of our web development work.
