Mobile App Development for Dubai: Flutter, React Native & Arabic RTL Done Right

Mobile app development for the UAE market carries requirements that do not exist in other geographies — and most agencies outside the region get at least one of them wrong. Arabic RTL support, UAE-specific payment methods, government app store compliance, and Dubai Economy DET licensing requirements are not afterthoughts; they are the difference between an app that gets approved and one that sits in review limbo for weeks. Flutter vs React Native for the UAE market is a question we get from nearly every Dubai startup client. Our recommendation is Flutter in 85% of cases. Flutter's single codebase delivers near-native performance on both iOS and Android with a single Arabic RTL implementation — you configure text direction once and it propagates correctly across the entire UI. React Native, while excellent, requires more platform-specific RTL handling and Arabic text rendering fixes, particularly for complex layouts with mixed Arabic and English content. Flutter also has better support for custom Arabic typography integration via Google Fonts (Almarai, Cairo, Tajawal are all available), and the build pipeline for UAE App Store distribution is more straightforward with Flutter's unified build system.

Arabic RTL support is a design and development challenge, not just a setting. Enabling RTL in Flutter or React Native is one line of code. The Dubai Health Authority (DHA) regulates telemedicine and health apps. The Central Bank of UAE (CBUAE) regulates any app that handles payments or lending. Understanding which regulatory body applies to your app category — and what their technical requirements are — should happen before development starts, not after the first App Store rejection.

The development timeline and cost benchmarks for UAE mobile apps: a standard consumer app (iOS + Android, Arabic + English, basic payment integration) takes 12–20 weeks from kickoff to App Store launch and costs AED 90,000–200,000 from a Dubai-based agency.
