WhatsApp AI Chatbot Cost in the UAE: 2026 AED Guide
A WhatsApp AI chatbot in the UAE comes with three bills: Meta’s fee for each message, a provider or platform fee, and the cost of building it. On Meta’s rate card effective October 1, 2026, each message delivered to a UAE number costs AED 0.2115 (USD 0.0576) for marketing and AED 0.0576 (USD 0.0157) for utility, authentication and service replies. Platforms add a monthly fee on top: SleekFlow’s UAE pricing page lists its Pro plan at AED 399 a month, billed yearly. The build is the part that varies most, because it depends on what the bot has to connect to. Every figure in this guide was checked on the source’s own page on October 29, 2026.
How Meta charges in 2026: Since July 1, 2025, Meta has charged per message rather than per conversation, and only for messages a business sends that are actually delivered. Messages your customers send to you are free. The price depends on two things: the category of the message and the country calling code of the person receiving it. A Dubai business replying to a customer on a UK number pays Meta’s UK service rate of AED 0.0808, not the UAE rate, so a business with many overseas customers should price each market separately. Meta added the dirham as a billing currency in 2026, which is why the AED figures here come straight from Meta’s AED rate card rather than from a currency conversion.
The UAE rates, by category: On Meta’s AED rate card, effective October 1, 2026, a marketing template sent to a UAE number (an offer, a promotion, a win-back message) costs AED 0.2115 (USD 0.0576), while utility templates (order updates, booking confirmations, reminders), authentication templates (one-time passcodes) and service messages each cost AED 0.0576 (USD 0.0157). Service messages are the free-form replies a chatbot sends inside the 24-hour customer service window that opens, and resets, each time a customer writes to you. At those rates, one marketing message costs about as much as 3.7 service replies, which is worth knowing before anyone plans a weekly broadcast to your whole contact list.
What changed on October 1, 2026: Meta started charging again for two kinds of message that had been free: service replies, free since November 1, 2024, and utility templates sent inside an open customer service window, free since July 1, 2025. To soften the change, each business phone number now gets 1,000 free service messages a month, which reset every month and do not roll over. For an AI chatbot this is the change that matters most, because most of what a chatbot sends is service replies. A bot that sends 5,000 replies a month to UAE customers from one number pays for 4,000 of them, which at Meta’s AED service rate comes to AED 230.40 (USD 62.80) a month. One practical warning from Meta’s pricing page: if no payment method is on file, Meta delivers service messages within the free tier and stops delivering them once it is used up, so a bot can go quiet in the middle of a month.
The free windows worth designing around: When a customer reaches you through a Click-to-WhatsApp ad on the Android or iOS app and you reply within the customer service window, Meta opens a free entry point window that can stay open for up to 7 days. While it is open, marketing, utility, authentication and service messages to that customer are all free, so the follow-up after an ad click costs less than the same messages sent later. Meta also lowers utility and authentication rates at higher monthly volumes through volume tiers, though not marketing rates. And Meta may change its rates only on the first day of a quarter, up to four times a year, so check the effective date on any rate a vendor quotes you.
If the AI runs on Meta’s own agent: Meta now sells its own AI layer, and Meta Business Agent messages are billed at USD 2.00 per million tokens, one charge that covers both the AI processing and the delivery. Meta’s pricing page says one message typically uses 20,000 to 25,000 tokens, roughly 4 to 5 US cents per message. That is about two and a half to three times the USD 0.0157 a plain service reply to a UAE number costs on Meta’s card, and Meta keeps charging for these messages even inside a free entry point window. If your chatbot uses its own model from OpenAI, Anthropic or Google instead, you pay that provider per token on top of Meta’s service fee. Ask whoever builds it to estimate that cost from a sample of your real chats, not from a brochure.
The provider fee, if you build on the API: Most WhatsApp chatbots reach customers through Meta’s Cloud API, either directly or through a Business Solution Provider that adds tools, support and its own fee. Twilio’s WhatsApp pricing page, current as of September 2026, adds USD 0.005 per message, inbound or outbound, on top of Meta’s fees, so on Twilio the messages your customers send you are no longer free. 360dialog’s pricing page charges per number instead: €49 a month on its Regular plan or €99 on Premium, plus Meta’s messaging fees. These routes suit a business with its own developers, or a build partner, because the provider only carries the messages; the chatbot logic, the AI layer and the integrations are still yours to build.
Subscription platforms: faster, but narrower: Platforms bundle the shared inbox, the bot builder and the AI agent into one monthly fee. On SleekFlow’s UAE pricing page, Pro costs AED 399 a month billed yearly (AED 4,788 a year) and includes AI agents, 10 user seats and 500 monthly active contacts to start, while Premium costs AED 999 a month billed yearly (AED 11,988 a year). The same page adds AED 55 a month to host each WhatsApp number and bills messages on SleekFlow’s own rate card, so compare that card line by line with Meta’s before you sign. respond.io’s pricing page lists plans from USD 79 a month billed yearly, includes AI agents from its Growth plan at USD 159 a month billed yearly, and states plainly that WhatsApp fees are not included in any subscription. A platform is usually the right answer when the bot answers common questions, captures leads and hands conversations to a person, and when the tools you already use are on its integration list.
What a custom build costs, and why quotes vary so widely: SleekFlow’s UAE cost guide says UAE agencies quote from AED 55,000 to over AED 1.5 million for a custom AI agent, against its own standard onboarding from around AED 1,833. It is a subscription vendor’s guide, so read it as one side of the argument. The spread itself is real, and it comes from a short list of things: how many systems the bot must read from and write to (a CRM, a booking calendar, an ERP, payment links), whether it has to handle Arabic and English well, how it hands a conversation to a person with the context intact, how its answers are tied to your own policies and prices so it cannot make them up, and how much testing happens before launch. A custom build pays off when the chatbot has to act inside your own systems, such as checking stock, booking into a real calendar or updating a deal, and a platform’s integrations cannot reach them. If it only needs to answer questions and pass leads on, it usually does not.
A simple budget before you talk to anyone: Write down your expected monthly volume in four rows: marketing templates, utility notifications, service replies and any AI-agent messages. Multiply each row by the rate on Meta’s current rate card for each country your customers are in, after taking the 1,000 free service replies per number off the service row. Add the provider or platform fee, then the build or setup cost spread over the months you expect to run the bot. Then ask every vendor four questions: do you add a margin to Meta’s message fees, whose Meta business account and phone number will the bot run on, can we export every conversation, and what happens to the number and the bot if we leave. The answers matter as much as the price, because a chatbot that runs on someone else’s account is hard to move.
Where WebVerse Arena fits: WebVerse Arena is a Chennai-based studio that designs and builds websites, apps, SaaS and AI automation, including WhatsApp agents, for clients in the UAE, the US and India, working remotely across time zones and handing over the code and accounts to the client. We quote after a short scoping call, because the integrations decide the price. Tell us what your bot needs to do, or see how we approach AI automation and work for Dubai businesses. If a subscription platform covers everything you need, that is the cheaper answer, and the scoping call is a fair place to find that out.
