App Development Cost in Dubai 2026: AED Ranges

App Development Cost in Dubai 2026: AED Ranges
October 31, 20267 min read

The short answer: Published 2026 cost guides put a simple single-purpose app in Dubai at roughly AED 18,000 to AED 92,000 (about $5,000 to $25,000) and a mid-level business app at AED 92,000 to AED 294,000 (about $25,000 to $80,000), with complex and enterprise platforms running from AED 294,000 to AED 1,470,000 or more. Those bands come from the May 2026 Dubai cost guide published by Decipher Zone and are repeated almost exactly in the July 2026 guide from Code Brew Labs. They are market signals from firms that sell app development, not a quote for your app.

The ranges disagree, and the disagreement is the useful part: NxFold, whose guide was updated in September 2026, draws the lines somewhere else entirely: AED 25,000 to AED 80,000 for a simple app, AED 60,000 to AED 250,000 for a moderate one, AED 250,000 to AED 700,000 for a complex build and AED 700,000 to AED 2,000,000 or more for enterprise. So the published floor for a real app sits between AED 18,000 and AED 25,000, and the ceiling is anywhere from AED 1,470,000 to AED 2,000,000 and up, depending on who is writing. Each of these guides is written by a firm that wants the work, and each defines basic, moderate and complex to suit its own book. What they agree on is the shape of the curve, not its endpoints.

Where the number actually multiplies: The jump that matters is not from five screens to ten. It is from an app that shows content and takes a booking to a platform with user accounts, payments, roles, an admin back end and a compliance story. Decipher Zone prices that step as the move from a basic MVP at AED 18,000 to AED 92,000, to a mid-level app at AED 92,000 to AED 294,000, to a complex app at AED 294,000 to AED 735,000. Code Brew Labs lists the same four tiers with the same AED figures. If a quote sits at the bottom of the first band but the brief you handed over describes the third, one of the two is wrong, and it is usually the quote.

Native or cross-platform moves the price more than the feature list: NxFold prices a moderate app at AED 180,000 to AED 400,000 built natively against AED 90,000 to AED 220,000 cross-platform, and notes that if you only need one platform at first you can subtract roughly 30 to 40 percent from a native quote. Decipher Zone’s platform table runs the same way: Android only at AED 18,000 to AED 367,000, iOS only at AED 22,000 to AED 404,000, Flutter at AED 37,000 to AED 551,000 and dual native at AED 110,000 to AED 808,000, with Flutter and React Native saving 25 to 45 percent against two separate native codebases. For most UAE business apps, one cross-platform codebase is the right starting answer. Native earns its premium when you are leaning hard on the camera, background location or platform-specific hardware.

Arabic is not a translation line item: If your users are in the UAE, a share of them will want the app in Arabic, and that means a right-to-left interface, not a swapped string file. Decipher Zone puts the right-to-left redesign at 15 to 25 percent additional design time and 8 to 15 percent additional development hours, with content translation and cultural review at $2,000 to $8,000 depending on volume. Code Brew Labs prices the same translation and review work at AED 7,000 to AED 30,000. The hours go on mirrored layouts, icons that have to flip and icons that must not, numerals, line breaking, fonts that carry both scripts at the same weight, and testing every screen twice. Ask any bidder whether their estimate includes Arabic. A surprising number quote the English app and raise Arabic as a change order later.

Payments: Decipher Zone puts each payment gateway integration at $3,000 to $8,000 of development plus $50 to $300 a month in subscription fees. Code Brew Labs is more granular, listing AED 11,000 to AED 29,000 for a card gateway such as PayTabs or Telr, AED 11,000 to AED 29,000 for a buy-now-pay-later provider such as Tabby or Tamara, and AED 7,000 to AED 15,000 for a device wallet such as Apple Pay. Budget one integration per provider, because each is its own certification and sandbox cycle. The integration fee is the small number. The commission each provider takes on every transaction is what you pay for the life of the app, so get that rate in writing from each provider before you choose a stack, not after you have built on it.

Compliance is cheaper when it is in the plan: Code Brew Labs puts UAE personal data protection work at AED 15,000 to AED 30,000 when it is built in from the first sprint, and says the same work retrofitted after launch costs three to five times more. Decipher Zone frames it as a percentage, putting compliance architecture built in from sprint one at 15 to 20 percent of total build cost, and agrees that retrofitting runs three to five times higher. Code Brew Labs also prices UAE Pass integration at AED 15,000 to AED 30,000 and notes that it needs formal TDRA approval, which is a scheduling risk as much as a line item. Whatever your sector, settle where user data will live and who can reach it before the architecture is fixed.

How long it takes: NxFold gives 6 to 10 weeks for a simple app, 10 to 18 weeks for a moderate one, 4 to 8 months for a complex build and 8 to 18 months or more for enterprise. Decipher Zone’s table is close, but slower in the middle: 6 to 15 weeks for a basic MVP, 4 to 7 months for a mid-level app, 6 to 11 months for complex and 10 to 18 months for enterprise. Code Brew Labs adds two items most plans leave out, 1 to 2 weeks for Arabic localisation testing and 1 to 3 weeks for App Store review cycles. If your launch is tied to a date, put those weeks in the plan rather than in the buffer.

What it costs after you launch: The store fees are the easy part. Apple states on its enrollment page that the Apple Developer Program annual fee is 99 USD, and Google’s Play Console help states there is a US$25 one-time registration fee, both checked in October 2026. The running cost is everything else. NxFold puts annual maintenance at roughly 15 to 20 percent of the original build cost per year, and backend hosting at roughly AED 500 to AED 7,500 or more a month as the app scales. Code Brew Labs puts maintenance at 15 to 25 percent and totals year one for a mid-level app at AED 172,000 to AED 580,000 or more, which it describes as 1.5 to 2 times the build cost. Decipher Zone puts year-one marketing alone at 30 to 50 percent of the development budget. Budget the second year before you sign for the first.

Hourly rates, and what the spread tells you: Code Brew Labs lists senior developer rates at local Dubai agencies at AED 500 to AED 1,100 an hour, against AED 90 to AED 180 an hour for offshore teams with UAE project experience. Decipher Zone’s table reads the same way in dollars, putting a senior developer in Dubai at $90 to $150 an hour and an offshore senior in India at $38 to $65. The gap is real, and so is the reason buyers distrust it: the usual complaints about offshore delivery are juniors quietly swapped onto the work, rework billed as progress, and no visibility between status calls. The rate is not the risk. The contract is. Our earlier piece on outsourcing development from Dubai to India goes through the checks that make the saving real.

What to ask before you sign: Ask for the quote split into discovery, design, front end, back end, integrations, QA and deployment, with a figure against each, so you can see which part is thin. Ask what is excluded. Ask who owns the source code at the end, and whether the repository sits in your organisation from day one. Ask whose name the Apple and Google developer accounts are in, because moving a published app out of someone else’s account is slow and entirely avoidable. Ask what the maintenance agreement covers and what it costs. And ask the question most agencies will not raise: does this need to be an app at all? If a fast mobile website would serve your users, you skip the build, the store reviews, the two codebases and the annual fees, and what a website costs in Dubai is a much smaller conversation.

Where WebVerse Arena fits: WebVerse Arena is a Chennai-based studio that designs and builds websites, apps, SaaS and AI automation for clients in the UAE, the US and India. We work remotely across time zones, and we hand over the code and the accounts to the client. We do not publish price bands for app work, because the honest number depends on what the app has to do, which systems it has to talk to, and whether Arabic and compliance are in scope from the start. If you want a real figure for your own app, tell us what it has to do and we will scope it on a short call. Our Dubai agency page covers how we work with UAE clients, and our guide to mobile app development in Dubai goes deeper on the Flutter, React Native and Arabic RTL decisions behind these numbers.
